With her brothers, Fred and Leonard, she was active in the publication of the Follett Times until ill health forced her to retirement in 1966.
The newspaper was established by the family more than 50 years ago.
She was born in Manning, Iowa, on June 24, 1897. Her parents, the late Mr. and Mrs. C.A. Skaggs, founded and published the newspaper in Lipscomb about 1910, prior to the establishment of the Follett paper.
In 1963, the Skaggs newspaper plant was demolished by fire and the Times was printed in Booker until the plant could be rebuilt.
Always operated in an independent and individualistic manner, the Times even today does not have a telephone.
Pioneer journalism was characteristic of Miss Skaggs, townspeople said.
Miss June Deeds of the First National Bank of Follett, located next door to the Times office, said Miss Skaggs was "a good person…worker…always doing for others as an individual and through the newspaper.
Miss Skaggs was an active member of the First United Church and the Order of Eastern Star as long as her health permitted.
Funeral services will be at 2 p.m. Thursday in the First United Church with the pastor, the Rev. John Wagoner, officiating.
Burial will be in Shattuck Memorial Cemetery with the Mason Funeral Home in charge.
Miss Skaggs' brothers are her only survivors.
